Guangxi Holds the 12th Party Congress: Expanding Opening-up and Cooperation at a High Level

On the morning of November 25, 2021, the 12th CPC Guangxi Congress was opened ceremoniously at Guangxi People’s Hall.

On behalf of the 11th CPC Guangxi Committee, Liu Ning, Member, Standing Committee Member and Secretary of the CPC Guangxi Committee, delivered a report entitled Bear in Mind the Leader’s Instructions, Undertake the Historical Mission Bravely and Pool Efforts on Building a Splendid Guangxi with Chinese Characteristics in the New Era, in which he pointed out that the 12th CPC Guangxi Congress is the conference to start the new journey of building socialist modernization in an all-round way at the historical point of the “Two Centenaries”.

The report is divided into eight parts: 1. The work done in the past five years; 2. The new journey of building splendid Guangxi of socialism with Chinese characteristics in the new era; 3. Accelerating the construction of a modern economic system and blazing a new path in promoting the high-quality development of border ethnic minority areas; 4. Expanding opening-up and cooperation at a high level and taking new steps in serving and integrating into the new development pattern; 5. Strengthening the construction of ecological civilization and taking new steps in promoting green development; 6. Promoting the modernization of governance and highlighting new responsibilities in consolidating and developing national unity, social stability and border peace; 7. Improving people’s well-being and making the life of Guangxi more prosperous; 8. Adhering to the Party’s overall leadership and properly implementing Party building in the new era.

“The development potential of Guangxi lies in opening-up, and its staying power is also opening-up,” Liu Ning said, adding that Guangxi must deeply implement the “Three Major Strategic Roles” with a more open mind, build the New Western Land-Sea Corridor at a high level, fully connect Guangxi Beibu Gulf Economic Zone with the development of the Guangdong-Hong Kong-Macao Greater Bay Area, promote the “two-bay” linkage, and continue to promote the deepening and implementation of China-ASEAN open cooperation, actively serve the construction of a closer China-ASEAN community with a shared future, continue to promote reform, deeply integrate itself into the domestic economic cycle and the domestic and international dual circulation development pattern, and accelerate the transformation of unique regional advantages into the advantages of opening-up and development.
